They are not proposing banning lacy underwear, they are putting import restrictions so as to encourage production within the country by foreign makers since Russia is one of the largest markets for sexy clothing. It is just good trade policy and the millions of hot girls will have plenty of great underwear to wear or not wear.

If all the girls in Russia looked like you, Andrea, I'd ban them wearing underwear no matter where it was manufactured.
